The purpose of this paper is to investigate how the underpinning ideas of public procurement allowed for broader outcomes – a more strategic form of public procurement – to emerge. The paper contributes to the literature on public procurement by empirically addressing the evolution of procurement as a government policy lever in New Zealand so as to demonstrate how policy pragmatism can ensure a shift without a complete overhaul of a complex system.

The paper has used a single country case study to examine a recent development in procurement policy. The objectives of the paper are achieved by adopting a unique conceptual framework connecting ideas, sensemaking and bricolage.

The paper provides empirical and conceptual insights about how bricolage, or policy pragmatism, aids in dealing with the constraints of ideational legacies. It demonstrates a particular form of targeting in procurement, common in public administration but not well understood in the procurement field.

Single country case studies lack scientific generalizability. However, they add to the canon of knowledge that is lacking in the field of public procurement in this case. They also provide a stronger starting point for further research especially with respect to comparative studies.

The paper provides an excellent example of the development of procurement policy that is useful for procurement officials from other countries undergoing change or looking to update or create procurement policies. It shows a high-level process of implementation for government priority outcomes from a country well-known for its quality of public management and governance.

New Zealand has significant equity issues especially as related to its indigenous population. Procurement is being used increasingly as a lever to improve equity. This article includes information about New Zealand's uptake of social procurement.

This paper fulfils a need for greater understanding of how policy is “put together” and the dynamics at major points of change or the implications of policy changes. To the best of the author’s knowledge, this case study of procurement policy in New Zealand is original, and the author is aware of no other similar work emanating from New Zealand in the academic journals.

Current English health policy is focused on strengthening the ‘demand-side’ of the health care system. Recent reforms are designed to significantly enhance the capability and status of the organisations responsible for commissioning health care services and, in so doing, to address some of the perceived problems of a historically provider/supplierled health system. In this context, commissioning organisations are being encouraged to draw on concepts and processes derived from commercial procurement and supply chain management (SCM) as they develop their expertise. While the application of such principles in the health sector is not new, existing work in the UK has not often considered the role of health care purchasers in the management of health service supply-chains. This paper describes the status of commissioning in the NHS, briefly reviews the procurement and SCM literature and begins to explore the links between them. It lays the foundations for further work which will test the extent to which lessons can be extracted in principle from the procurement literature and applied in practice by health care commissioners.

The RLG (Research Libraries Group) conspectus was developed in 1980 by the Collection Management and Development Committee of the Research Libraries Group. The committee was comprised of one representative from each full and associate RLG member institution. David H. Stam served as Chairman of the committee and Paul Mosher served as Vice‐Chairman. Anticipating the challenges of acquisitions budgeting in a period of inflationary pricing for library materials, the committee worked to identify a methodology in which RLG member libraries could better coordinate the growth and management of their collections. The result was the development of the RLG conspectus.

Both the Austrian and Bloomington Schools emphasize the dispersal of information to the level of individual agents. An underappreciated difference is the Bloomington emphasis on the moral psychology of agents and its relation to covenant. Covenant refers to a habit, a sense of obligation to consider the interests of the other in decision making, and a commitment to do so that is not easily or unilaterally broken. This chapter seeks to elaborate the lineage of covenant in constituting political order and its implications for the moral psychology of agents and artisanship. This exploration raises issues of metaphysical foundations as they relate to values and to the Hobbesian–Aristotelian divide in starting points. An application to the environmental crisis, with particular reference to vested interests promoting disinformation, obfuscation, and doubt about anthropogenic climate change, suggests value in emphasizing covenant.

Introduces the Committee on Institutional Co‐operation and the principles upon which it is founded. Shows how this collaboration has been able to develop a successful electronic journal collection. Outlines the state of provision before the project and describes the attempts to address this including a predecessor to the collection. While approaching the theoretical value of conspectus‐based cooperative collection management, I'll address the issues as they relate to resource sharing in general. I'll repeat a number of themes from a number of perspectives so that you may have the opportunity to reflect on these issues, and I'll outline for you some of my personal philosophy on the subject, which I refer to as “the networking imperative.” The intent is to issue a call to action, rather than describe the processes associated with cooperative collection management or collection assessment.

The purpose of this paper is to introduce librarians, faculty, and other interested individuals to contemporary German literature in English translation.

German‐language authors born in 1950 or later and listed on the Contemporary Living Authors Comprehensive List developed by the German vendor Otto Harrassowitz are searched in OCLC's WorldCat database to determine the existence of English translations. A bio‐bibliographical list is then developed featuring all contemporary German‐language authors who have achieved an English language translation of at least one of their literary works.

Of the approximately 1,400 writers on Harrassowitz's comprehensive list, a surprisingly large number of almost 80 authors of the younger generation (born in 1950 or later) have been translated into English.

This bio‐bibliography of contemporary German belles lettres (of the younger generation) in English translation is the first of its kind. It can be used by librarians to check their current library holdings and to expand their collections of German literature in English translation.
